Behaviour as Exhaustion, Not Defiance: The Children Who Are Not Being Difficult, They Are Tired

When Refusal Is Really a Nervous System Running Out of Capacity


There are children whose distress does not arrive loudly.


They do not always shout, run, throw, argue or explode when they can no longer cope. Sometimes they simply begin to slow down. Their responses become shorter, their movements become heavier and their face takes on a blankness that adults can easily misread. They may stare at the task, push it away, stop answering questions or refuse to move forward without being able to explain why.


In many classrooms, these moments are interpreted through the familiar language of behaviour. The child is refusing, avoiding, being stubborn, pushing boundaries or choosing not to engage. The adult looks at the task and sees something manageable. They remember that the child completed something similar yesterday, or even earlier that morning, and the refusal begins to feel intentional.


Yet I think there are many moments where what looks like defiance is actually exhaustion.

Not simply tiredness in the ordinary sense, although that matters too. I am talking about the deeper exhaustion that comes from a nervous system working far harder than the adults around the child may realise. The exhaustion of masking all morning, managing sensory input, trying to follow unclear social rules, coping with transitions, inhibiting impulses, scanning the environment for threat or holding anxiety in place until the body can no longer keep up.


When a child reaches that point, refusal is not always a choice in the way adults imagine choice. Sometimes it is the nervous system protecting itself because there is nothing left available for the next demand.


The Problem With Assuming Children Can Always Access What They Know


One of the most common misunderstandings I see in behaviour support is the assumption that if a child can do something sometimes, they should be able to do it whenever the same expectation appears.


I understand why adults think this way. If a child completed the maths task yesterday, used the communication strategy in the morning or managed the transition last week, it seems reasonable to expect the same skill to be available again. When it is not, adults start searching for explanations, and those explanations often become behavioural before they become physiological.


The child must not want to do it. The reward must not be strong enough. The demand must be functioning as an antecedent for avoidance. The behaviour must have been reinforced in the past.


All of these possibilities may be worth considering, but they do not fully capture what happens when a child’s capacity has collapsed.


A child can understand the task, want to succeed, care about the outcome and still be unable to act. Knowing what to do and having the capacity to do it are not the same thing. This is true for adults as well, although we are often far more forgiving when it happens to us. Most adults know the experience of being too depleted to make a simple decision, respond calmly to a minor inconvenience or complete a task that would usually be manageable. The skill has not disappeared, but access to it has changed.


Children experience the same fluctuation, often with far less control over the conditions creating it.


Capacity is not fixed. It changes with sleep, hunger, sensory load, emotional stress, anxiety, health, social demand, transitions, uncertainty and the cumulative effort of the day. When we ignore that, we risk interpreting a capacity problem as a character problem.


The Effort Adults Often Do Not See


Some children spend enormous amounts of energy appearing more regulated than they feel.


An autistic child may spend the entire morning managing noise, lighting, unpredictable social interactions and the constant work of trying to understand what other people expect. They may watch their peers before acting, suppress movements that help them regulate and imitate social behaviour that does not come naturally. From the outside, they may look as though they are coping well. Internally, the effort required to maintain that appearance may be significant.


A child with ADHD may spend the day inhibiting impulses, trying to remain seated, filtering distractions, returning attention to tasks and meeting expectations that require constant self-monitoring. By the time another demand is placed on them, the refusal that follows may not reflect a lack of motivation but the exhaustion of sustained inhibition.


A child with a history of trauma or chronic stress may be using energy in ways adults cannot easily see at all. They may be monitoring adult tone, scanning for changes in the environment, anticipating conflict or protecting themselves from perceived threat. Even in a calm classroom, their body may be doing work that others do not have to do.


This is why I think we need to be careful when we describe a child as doing “nothing”. Sometimes a child sitting quietly has been working extraordinarily hard all day simply to remain present.


The problem is that invisible effort rarely receives the same understanding as visible distress. A child who explodes eventually forces adults to respond. A child who slowly empties themselves out may simply be told to keep going.


When Fatigue Looks Like Behaviour


Fatigue can change almost every aspect of a child’s presentation.


Processing slows. Speech may reduce. Flexibility decreases. Emotional tolerance becomes thinner. Transitions feel harder. Small demands become disproportionately difficult. The child may become irritable, withdrawn, tearful, rigid, avoidant or unusually quiet. They may appear to be ignoring instructions when they are actually taking much longer to process them, or they may seem oppositional when their brain is no longer able to organise the next step.


The difficulty is that fatigue rarely announces itself clearly.


Children do not always say, “I am exhausted and my capacity has dropped.” Some do not have the language, some do not have the interoceptive awareness and some have learned that adults are more interested in behaviour than in internal state. Instead, the fatigue appears through the body first. Their posture changes, their gaze shifts, their breathing becomes different, their answers shorten or their tolerance for normal classroom demands suddenly disappears.


If we only respond once behaviour becomes obvious, we are often responding too late.

This is one reason why careful observation matters so much. The early signs are usually there, but they are subtle. A child who begins the morning engaged and becomes increasingly still after lunch is communicating something. A child who manages structured work but fades after unstructured social time is communicating something. A child who appears capable until the third transition of the day is communicating something.


The behaviour is not separate from the body. It is often the body speaking in the only way it can.


Why More Pressure Often Makes Things Worse


When adults interpret exhaustion as defiance, the natural response is often to increase pressure.


The instruction is repeated. The tone becomes firmer. The adult reminds the child of expectations, rewards or consequences. The task is broken down again, but the underlying demand remains unchanged. Sometimes the adult moves closer, speaks more insistently or interprets the child’s stillness as a need for greater prompting.


The problem is that a depleted nervous system does not usually recover through pressure.

If the child is genuinely exhausted, more demand often reduces capacity further. The brain has less access to problem solving, communication and flexibility, so the child may shut down more deeply or escalate in an attempt to escape the overload. Adults may then view the escalation as proof that firmer boundaries are needed, when in reality the escalation may have been produced by pushing a nervous system that was already empty.


This does not mean every demand should be removed the moment a child appears tired. Life requires effort, and children do need support to build stamina, tolerance and resilience. However, there is a difference between helping a child stretch capacity and repeatedly demanding performance from a nervous system that has already exceeded it.


The difference is usually visible in what happens next. Supportive challenge tends to leave a child with some sense of success, connection or recovery. Pressure without capacity often leaves the child more depleted, more avoidant and less trusting of the adult the next time the task appears.


Rest Is Not a Reward


One of the shifts I think schools and services need to make is recognising rest as an intervention rather than a reward.


Too often, rest is treated as something children earn after compliance. They finish the task, and then they can have a break. They meet the expectation, and then they can access quiet time. They push through the demand, and then the environment allows them to recover.

For some children, that sequence is completely backwards.


If the child’s nervous system is already depleted, rest may be the condition required for learning to become possible again. It is not avoidance, indulgence or low expectation. It is a way of restoring enough capacity for the child to re-engage meaningfully.


Rest does not always mean doing nothing. For one child, it may mean a quieter space with reduced sensory input. For another, it may mean movement, deep pressure, time with a trusted adult, a predictable routine or simply a temporary reduction in verbal demands. Some children need silence, while others need connection. Some need space from people, while others need co-regulation before they can return to the task.


The important point is that rest should be matched to the child’s nervous system rather than treated as a generic break.


When rest is used thoughtfully, it does not lower expectations. It protects the child’s ability to meet them.


The Hidden Cost of Pushing Through


There is a particular kind of child who worries me in this conversation, and it is not always the child who refuses visibly.


It is the child who keeps going.


Some children learn to push through exhaustion because they fear adult disappointment, consequences or the shame of being seen as difficult. They complete the work, follow the instruction and appear to manage the day, but the cost emerges later. Families may see the distress at home, the emotional collapse, the refusal to return to school, the shutdown, the headaches, the sleep disruption or the sudden inability to tolerate ordinary demands.


From the school’s perspective, the child coped. From the child’s perspective, coping may have meant suppressing every signal their body was giving them.


This is where I think the idea of resilience can become dangerous if we are not careful. Resilience is not the ability to ignore exhaustion indefinitely. It is not the ability to perform wellness while internally deteriorating. True resilience involves recovery, support, flexibility and the ability to recognise limits before collapse occurs.


If we praise children only for pushing through, we may teach them to distrust their own bodies. We may teach them that fatigue is something to override, that distress is something to hide and that success means meeting expectations regardless of internal cost.


That is not resilience. It is endurance.


Behaviour Support Must Include the Body


In behaviour support, we are rightly interested in function, reinforcement, antecedents and consequences. These concepts are essential, but they can become incomplete if we treat the child as though they are only responding to the external environment and not also to their internal physiological state.


Fatigue changes the function of behaviour because it changes what the child is capable of accessing. A demand that is manageable at 9:30am may be overwhelming at 2:30pm. A transition that is possible after a calm morning may become impossible after repeated sensory and social demands. A strategy that works when the child is regulated may be inaccessible when their body has moved into shutdown.


This means that behaviour assessment should include patterns of energy and depletion. We should be asking when the behaviour occurs, but also what the child has already had to manage before it occurred. How many transitions have taken place? How much sensory input has accumulated? How much social navigation has been required? How much uncertainty has the child tolerated? How much masking may have been happening before the first visible sign of difficulty appeared?


Without those questions, we risk analysing the final behaviour while missing the long build-up that made it almost inevitable.


Matching Expectations to Capacity


I think it is important to be clear that recognising exhaustion is not the same as abandoning expectations.


Children need opportunities to learn, participate, persist and develop confidence in their own abilities. If adults remove every expectation whenever something becomes difficult, we may unintentionally communicate that the child is incapable of managing challenge.

The aim is not to remove challenge altogether. The aim is to understand capacity well enough to make challenge possible.


That may mean changing the timing of a task, reducing unnecessary demands, offering more processing time, building rest into the day before collapse occurs or teaching the child how to recognise and communicate fatigue. It may mean planning high-demand activities when capacity is usually strongest and lowering social or sensory load when signs of depletion begin to appear.


For some children, success may depend less on the task itself and more on when and how it is presented.


This is where thoughtful support becomes different from low expectation. Low expectation assumes the child cannot do it. Thoughtful support asks what conditions would make it possible.


Teaching Children to Understand Their Own Limits


One of the most important things we can do is help children understand fatigue before it becomes crisis.


Many children do not yet recognise the early signs that their capacity is dropping. They may only notice once they are already overwhelmed, and by that point communication and problem solving may be far harder. Others may recognise the signs but lack permission to respond to them because previous environments have taught them that tiredness is not a valid reason to pause.


Supporting children to identify their own patterns can be powerful. They can begin to notice that certain environments drain them more quickly, that social demands require recovery, that transitions accumulate or that particular times of day are harder. Over time, this helps children develop language for their internal states and strategies for protecting their capacity before behaviour becomes the only available communication.


This is not about encouraging children to avoid life. It is about helping them participate in life with more self-knowledge and less shame.


A child who can say, “I need a break before I carry on,” is not being difficult. They are developing self-advocacy.


A Final Reflection: The Children Who Have Nothing Left to Give


The more I think about behaviour and exhaustion, the more I find myself questioning how often adults confuse depletion with defiance.


There will always be moments when children avoid tasks for reasons unrelated to fatigue, and there will always be times when adults need to hold expectations with consistency and care. However, I think many children are asked to keep producing behaviour that looks acceptable long after their nervous systems have run out of the resources needed to do so.


When that happens, the behaviour we see at the end of the process is rarely the whole story. It is the final signal after a long period of effort that may have gone unnoticed. The refusal, shutdown, irritability or withdrawal may be less about the task in front of them and more about everything the child has already carried that day.



If we want behaviour support to be humane, we need to become much more interested in capacity. Not as an excuse, but as information. Not as a reason to remove all challenge, but as a reason to design challenge intelligently.


Perhaps the real question is not always, “Why will this child not do it?” Sometimes the better question is, “What has this child already used up trying to get this far?”


That question changes the way we respond. It moves us away from blame and towards understanding. It reminds us that children are not machines that can produce consistent performance regardless of internal state. They are developing human beings whose bodies, brains and emotions are constantly interacting with the environments we place them in.


When we understand that, we stop seeing exhaustion as misbehaviour and start seeing it as a signal that the child needs support before they have nothing left to give.
